stuck at Starting IP Initialization with DHCP...

Hello,
Can someone tell me what is wrong with my telnet log and event log, its just stuck at Starting IP Initialization with DHCP... and reboot after some time or scan again. What i am missing?
Epc2100R2 my isp is on D1.0.
