snmp scan " IP Spoofing" ?

Hello since our ISP change snmp scan on ip range is not possible anymore.

on Forceware firmware for sb6120 in logs i see that the ISP check some SNMP OIDS
i think this IP from ISP " 172.X.X.X " Range is white listet in the system to check
SNMP on Modem.

i read something with " Cisco SNMP Slap "?
is it possible to spoof this ip and check if i can scan OID´s on the modem ip range?

spoofing wont work due to the bi-directional nature of snmp

Then how to get certs without having an access to physical donor modem?
Should I get snmp v3 scanner  and know the oids I want to scan? 
Can anyone  explain it to me in short, please?
