ur trying to enter a command before the modem does Registration Stage.... So Do It Before Registration .. What More Can I Say ..
Ranging ...Ranging Complete..Ip Complete .. Registration Complete...Operational ?
I Think This Is How It Goes
// These Are The Stages Of A Modem , I Think !
1.Ranging ... <--- Scanning Frequency
2.Ranging Complete ... <--- Frequency Scanned | So Trying The Mac
3.Ip Complete ... <- MAC With IP Is Found
4.Registration Complete ... <- Modem Has Registered With ISP
5.Operational ...<-- Everything "Looks" Fine .

So It Goes
1.2.3.4.5

So Between 2 & 3 Would Be Registration Stage.
4. Would Be To Late.
