Had the same problem with DPC2100r2 modem....fixed it by downgrading to an older image.............

I Don't understand Why would you need the fulldump, when those Modems come with a noisy bootloader, even with the new Firmware.
My only guess is that you are trying to flash it by telnet not by serial!
I have one of those can get the fulldump if you need it.
