5101 shows only ranging

there are hundreds of reasons why that may be happening watch telnet while its booting to see whats going wrong

Right now it looks like a signal problem until you post a telnet log, we can be sure

u need a better line.... call your provider to come and re-cable the line to the modem... its a free service because they messed up, they are supposed to check these things before they leave... unless its an illegale hookup then your screwed, unless you climb the telephone pole and re-cable it yourself with a thicker line

No! That is a certs problem..! My modem is Ranging only too, and no signal 3 light blinking , and I solved with incerting new cert...!

i think it's both yes certs are needed but also his line is crap
