sb5101 ranging forever

hi,,,
i have 2 sb5101 one subbed and ofcourse one with hax1.1 rev39 LITE on optimum cv.

my question/problem:
I have small power outages (electricity) in my area
and i have noticed that my hax modem never comes back on
after power is back. It stays on the 3 light, ranging.

i have to manually disconect it from power, wait 2,
reconnect it, then it comes back online....

(sometimes im manually reboot it, and i have to do it twice cuz the same thing happens)
Any help is greatly appreciated,

I forgot to mention,same thing happens even with the DIAG version.
