So I am new to this but have had a mod TWC modem for a while now, i live in Orange county and the status of the modem keeps saying registration compete not operational, any one know what i can do to fix this? I have tried changing the MAC Address.

Try changing the Mac to the one thats on the certs. If you dont know what the mac is for the certs, open the certs with windows and it will show the Mac that the cert was originally assigned to.

If that doesnt work, try new certs.
