Haxorware commands

I recently posted about my modem not being able to save settings, it's all been reflashed now and it's still doing the same thing, what I want to know is...

Is there a command which can be executed within the HCP or Telnet which will allow the flash chip to be set to Read and write?

I think the problem is that it's stuck on Read only. I have tried changing the MAC by HCP and through Telnet with

mac_address 1 00:00:00:00:00

it said that is applied but when I reset, it's back to the one that was previously installed.

If the chip's permissions cannot be changed, what would I do> Bin it or try with another chip?

EDIT:
Just tried installing Haxorware 1.1 Rev 38, when I went on the web GUI it said Rev 39. Is it meant to say Rev 38 or will Haxorware not downgrade?
