No, ancient hack when all you needed to escape a wallgardened portal was a non-ISP DNS change.

It's a (old) captive portal workaround.

After seeing the instruction, I doubt and would like to confirm... if I disable the snmp, does this work at all and my ISP can't see my modem w/ forceware?

Disabling SNMP server doesn’t mean your modem is invisible.
